? Immunity problem : Some immune deficiency conditions would present this way or it may be just uncontrolled airway inflammation problem if your child is otherwise growing and developing well. Check a teaching hospital/university hospital where you are and ask for consultation, if they do have an allergist/immunology at on board, wish you and your daughter wellness
