Rash on testicals: A "red scaly rash" on the testicles can result from friction due to inadequate support for the scrotum during exercise, etc., or from a yeast (fungal) infection, made symptomatic secondary to lack of light and poor exposure to ventilation which can assist in yeast growth. Try Monistat 7 cream (over the counter) , and if not helpful, ask your physician for an exam and appropriate treatment.
