Unlikely uti: at that young age, it prob is not a urinary tract infection....take him to peds or to dermatologist for eval

Unlikely : Most males who get UTI's in infancy do so under a month of age & are not circumcised. The only way to be sure would be to get a clean catch or catheterized urine and send it for analysis & culture. A 10 mo may be scratching his penis because he fount it.
