Yes & no: Menses usually happens around 12.5 yr in the US. Over several decades there has been a drift to earlier menses in a fraction of women. It is considered premature if it occurs before 8. However,it may be worth a doc visit & evaluation of her system as there are a variety of hormonal conditions that can trigger this before the kids personal normal,

No : Rare exception known as premature menarche, an isolated vaginal bleeding in the absence of secondary sexual characteristics, i.e., breast and pubic hair development. Common causes of isolated bleeeding are vulvovaginitis, foreign body, and sexual abuse. Urethral prolapse and sarcoma botryoides are uncommon causes. Have her examined!
