It depends...: I assume you are talking about CSF flow. Usually, this is treated by a catheter that is placed in the ventricle of the brain, then tunneled under the skin to the abdominal cavity where the fluid is resorbed. This is a vp shunt or ventriculoperitoneal shunt. There are other less common shunts, to treat hydrocephalus.
