Yes, sounds normal: Most sinusitis is due to allergy or a virus, and these do not respond to antibiotics. And sinusitis doesn't usually cause coughing. Your doctor may have prescribed antibiotics hoping they would help but knowing they might not. Even if you have a bacterial infection, improvement with antibiotics usually takes several days, often a week or more. Check with your doctor if no better by then.
