I have been having a tingling sensation that comes and goes at the base of elbow and below my shoulder blade. both left sided. pinched nerve in neck?

Need exam: A pinched nerve in the neck is possible, but if tingling is ONLY at base of elbow and under scapula (shoulder blade) I would tend to lean away from that diagnosis as the symptoms are to focal.
