Define exposure !: The statement is true. but the issue really begins with what is considered a real exposure. Given that there are no "healthy" survivors of rabies, ever, they tend to err on the side of caution. A simple nip from a domestic house kept animal is not the same as that of a wild & known rabid animal. Guidance from the local health office on what exposures count is the issue.
