Inhaler use: Difficulty breathing upon exposure to cold air can be a sign of inflammation in the lungs. A predisposition for this can be evaluated with pulmonary function testing and use of inhalers may help with this condition.

Mild asthma ??: I would try to get clarification from your doc on the condition being treated. This pattern of symptoms suggests environmentally triggered asthma. The daily inhaled steroid would be common during periods of symptom increase. If your symptoms abate with this minor level of treatment it is good, but a more thorough evaluation & plan of treatment may be needed since it could get a lot worse.
