No.: Graves disease is a hyperthyroid(overactive thyroid) condition. Hypothyroidism is the opposite, an underactive thyroid.

Uncommon but yes: While it is much more common for someone who has Graves disease to eventually become hypothyroid, someone who is hypothyroid due to iodine deficiency could develop Graves disease, which is an autoimmune condition, and thus become hyperthyroid.
