Painful breasts: Since both breasts are painful, congested and probably tender, a hormonal cause related to an impending menstrual period is likely. Unless the breasts are inflamed as evidenced by redness, you could wait to see if symptoms recede when your period arrives. Tylenol and/or anti-inflammatory medication like Advil should offer some relief in the meantime.
