Depends: Infants can have a breast tissue mass under one or both sides in the first year. This can represent effect residual maternal hormones passed along during pregnancy. However, it can also represent the invasion of skin germs into the pores of the breast & become an abscess. If it is tender/increasing in size, oozing, see doc now.
