Normal variation?: It depends on how low and in what context. Black americans (and some other ethnic/ancestry groups) can have so-called "ethnic neutropenia" (neutropenia is low neutrophils), and/or low WBC. Low WBC and neutrophils can also happen in bone marrow disorders, and infections. I would recommend seeing a hematologist.

Need more info: All laboratory results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Having said that, it would have helped if you had provided the actual values. For good health - Have a diet rich in fresh vegetables, fruits, whole grains, low fat milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. Practice safe sex.

Many, many things: The list is too long to list here, and it depends on the patient's individual circumstances. In younger patients, it is usually related to some transient infection. In older adults, it needs a more dedicated work up. A trained hematologist can sort this out in 2 visits, with some standard testing, including a review of the blood under the microscope.

Very unlikely: Low wbc, or leukopenia, has very many causes. Weight loss, in and of itself, does not cause leukopenia. However, you can have low wbcs from malnutrition associated with weight loss.
