It is too late: Unfortunately, a 28 week gestation cannot be legally terminated in the USA anywhere. This is a case of "in for a penny in for a pound" meaning that conception has led to a early 3rd trimester pregnancy. If your socio-economic circumstances will not permit retaining this child post delivery, consider giving away the child for adoption to a loving family through an agency Use contraception!
