Sores/stiff neck: It appears a viral illness is apparent with sores in the mouth (like hand, foot and mouth disease) or herpes. The stiff neck could be achy or stiff on exam, in which case he should be seen by a pediatrician to rule out meningitis (inflammation of the spine). Once ruled out, you can give advil every 6 hrs and fluids and rest.
