See below: In the absence of symptoms (urethral discharge, burning, itching), numerous gram positive bacilli usually just represents normal bacterial skin flora and clinically insignificant. Whereas many leukocytes (white blood cells) would suggest some type of infection or inflammation, a few leukocytes is non-specific and may just represent a normal finding.
