VBI: Vertebrobasilar insufficiency is a term which means a problem with blood flow to the bottom part of the brain. It can cause dizziness and fainting. There are several blood vessel disorders which would cause this, and usually a vasodilator drug would NOT be the best treatment. Rosacea: I'm not familiar with treatment of VBI with vasodilators, but they are said to aggravate rosacea especially if they cause flushing. If you must take vasodilators it's probably best to avoid types like amlodipine and nifedipine categories( dihydropyridine calcium channel blockers) as opposed to verapamil or diltiazem types. Pharmacist or neurologist may be better to advise you,however.
