For 2wk leg is fluttering, some localized pain behind knee/in calf. ddimer test is normal, ultrasound shows no dvt. what could it be then? missed dvt?

Doubt it: You had necessary tests to rule out DVT. Fluttering of leg could be due to electrolyte imbalance . So , to check your blood chemistry including electrolyte will help.
