My dad is in icu he had a craniotomy on 31/07 due to benign tumor underneath his cerebellum and his lungs collapsed after surgery and is on o2 his eyes are open and doesn't blink is this long term?

Can't tell: First, wish your father a speedy recovery, second, ICU status changes every hour or even minute, hence why patients are monitored closely by nursing/medical staff and equipment. The best to answer you are the ICU staff or the surgeon who performed the surgery, wish yourself and your father wellness

From your post, I would interpret that he suffered a hypoxic encephalopathy and will likely have permanent brain problems based on the timing so far. An EEG can objectify current status, but ultimate prognosis not clear. Brain healing maximizes at 18-24 months, so, some hope for some improvement.
