Hard to comment: Any rash is best assessed with an in person exam. That said, any rash localized to one specific area usually represents some agent that came in contact with that limited area. Your post is confusing ? 4 months or 4 years old ? A rash of any sort would take time to resolve, since you have not listed how long it has been there it is hard to comment.
