Allergy likely: It sounds like allergies although some may consider this from an oversensitive nose (vasomotor rhinitis) . Once allergic inflammation involves the nose, it becomes sensitive not just to allergens but to nonspecific irritants such as scent and even cold wind. However you may also have an oversensitive nose although I would bet on allergies.
