May not need it cut: To function normally the tongue tip needs to be able to elevate some above the bottom teeth. It can stretch out some over time if left alone. Cutting such a tie works best if done just after birth when it can be done simply with baby swaddled. In an 8 mo he may need to be put to sleep for the procedure. I would reach out to your doc & ask what their local approach is.

Frenectomy: As an Orthodontist I see far too many tweens/teens with narrow upper jaws/impacted upper canines/posterior crossbites/constrained airway/etc because the tongue is restrained from normal position/activity. Some procedures are better done by a specialist. I would recommend that you see an Oral Surgeon.
