Does everyone that gets an endometrial ablation and bilateral salpingectomy end up resulting in post ablation tubal steriliazation syndrome/hysterectomy?

Post-ablation: No, this does not happen to everyone. However, having a tubal ligation, or having your tubes removed, after having an ablation does put you at risk for this.
