Possible: It is possibly an ingrown hair or other small pimple, but it could also be eczema, or even psoriasis. There are many possibilities. If it persists for longer than a few weeks, you might want to have it looked at.

Look at it: Or get someone to look at it. It could be acne or a sebaceous cyst, even a lipoma can be in that area.
