Doctor can evaluate: Rashes are hard to describe or visualize using words. Patches on skin without much itching or irritation can be a variety of things, including eczema, allergic reactions, chemical or irritant contacts, tinea fungus, etc... A primary care doctor can evaluate to see which cream or medication should be tried first. One needs an in-person exam, or a virtual eMedicine exam via video with a good camera.
