Other than virus: Tingling in the lip (you don't say upper or lower lip) can occur just from an irritation or pressure on the nerves that run through the lips, especially the lower lip. HSV is usually produces more of a burning sensation initially, but the first sensation of tingling or even itching is possible for a short period of time.
