Maybe: This usually means there is irritation at the pee outlet. This is common among girls that tub bathe and sit in soapy water. Every time they cross their legs they do a mini douche with soapy water & expose this area. If the soap is not rinsed completely with plain water it dries & triggers itching. It can also trigger a urinary tract infection. She needs to be evaluated.
