Could you tell me if someone is in an anoxic brain a coma does that mean they're in a 'vegetative state'?

Possibly: It depends on the level of coma. ( there are several) if they do not at all interact with their environment, it is most likely they may remain in that vegetative state. It also depends on the age of the patient. Children will sometimes improve. A very complex question with more information needed to give a really good answer.
