Could gonorria be mistaken for strep throat by a doctor if they just tested for strep throat?

Hard to say: If you don't fully inform the doc of your possible exposures they are unlikely to test for & find gonorrhea. It is not found with normal throat cultures or strep tests. Proper testing requires specific lab tests be done and gonorrhea specified as a germ of interest. Some of the worst sore throats are viral, so negative strep tests may be ignored as viral.
