Bite on elbow: I would take her to the emergency department or at the very least an urgent care. She could be having a reaction to the bite or a cellulitis.

Insect bite: Would follow up with doc as may need antibiotics, as may be a secondary cellulitis. or the type of reaction one gets with that bite. In South Africa there is Lyme disease so check for that as well as it can have long term effects if not treated , check by serology not just the rash because i have seen atypical rashes with Lyme disease f/u /w/ doc.
