Miliaria?: These locations seem to be areas of increased sweating If the weather has been warm, or you've been exercising, etc. If so maybe miliaria (harmless sweat pore blockage), if the blisters are very superficial and not inflamed (red, sore). Google it for photos. Otherwise, and if inflamed, see a doctor soon; it could be some sort of allergy or infection. Or see a doctor if it continues and any doubt.
