Warts? Skin tags?: The three main causes of painless, non-itchy genital area bumps in women are genital warts, skin tags, and vestibular papillomatosis. The last two are normal, i.e. common in many women and not a cause for concern. However, if you are pretty sure these bumps are new, and especially if they are quite firm or even hard, warts are more likely. See a doctor and check it out.
