It may be..: Possibly a precursor of a herpes outbreak. Have you had this before? Also consider soaps/shampoos - especially with menthols or eucalyptus.

Not normal.: Obgyn's are very experienced in evaluating these kinds of things. There are so many possibilities for this kind of thing. Visual inspection is really the only way to know. I would schedule a visit and you should get a clear answer.
