Probably not an STD: The large majority of skin problems of the penis or in the genital area are not STDs. Most STD rashes don't itch and would not occur simultaneously on penis and buttocks. Herpes might be possible, but very unlikely. Scabies also is very itchy and can be sexually acquired. But don't keep guessing: see a doctor or dlinic. If at STD risk, of course get tested -- even if this problem isn't an STD.
