Usually not: The speech centers of the brain are separate from those that control the motor movements involved in CP. The motor centers controlling the muscles involved with speech are seldom effected. Acquisition and preservation of speech & language abilities is the norm. Some may have intellectual or learning difficulties related to the same event that caused the CP.
