Varies: The BMI is a poor gauge of what a person should shoot for. It is more a tool for population studies than individual health, although it is often used that way. A very lean but muscular athlete will have a BMI that suggests s/he is overweight. The BMI assumes an average muscle/bone mass/length in all cases. For an 18 yo female the target "normal" would be 21.
