Infected cyst?: Clearly you have some sort of infection draining to the skin. From your description, I can't tell whether it's a skin problem (e.g. infected sebaceous cyst) or originating inside the scrotum, which would be more serious. Either way, you should see a doctor. You likely need a minor surgical procedure to drain pus and prevent recurrence, and perhaps an antibiotic prescription. Good luck.
