Hello , is there a treatment or some kind of gel for blue lips due to cigarette?

No: Blue skin is cyanotic skin. If it does not get the oxygen it needs will die. Better quit smoking or have a lot of unpleasant side effects from the necrotic skin of the lips.Check your local pharmacy for smoking cessation patches or pills. There are also prescription strength meds available from a physician.
