Maybe not quite: Presumably you are referring to safety from the standpoint of contraception. It's best to assume any birth control pill may not be completely protective against pregnancy until finishing the first cycle, i.e. another 3 weeks. (Of course pills do not protect against STDs, but I don't think that's what you're asking.)
