Maybe: If the swelling is new onset ice would be better. Ice stops inflammation. Epson salts in warm water are better for old or chronic swelling due to bursitis, arthritis.

Depends: if acutely swollen, should use ice. If chronically swollen, should see a doc to be evaluated. Epsom salt is good for draining skin abscesses and infections....when diluted in warm water.
