I had some bic white out liquid on my finger. washed my finger quickly with soap&water but the white out was still on my finger&felt sticky. accidentally touched this sticky white out with my lips. can this white out harm my body when it gets inside?

No: Small amounts of white out liquid are harmless. Likewise with very small amounts of almost any commonly used school supply or office supply product in the US, probably also in all developed countries. One exception is Super Glue (cyanoacrylates), which can quickly glue skin together and can also cause severe eye damage if it gets into an eye.
