Nerve or muscle: This could be a neuralgia symptom where the nerve exiting the intervertebral space in your neck is pinched, irritable or inflamed. The nerve would cause superficial scalp muscle discomfort. Swallowing motion can affect scalp muscles. Neuralgia isn't serious and usually resolves on its own after a few days. If symptoms persist or worsen see your physician or a neurologist for evaluation.
