Many possibilities: The causes of a rash on the lower legs are almost endless. A picture would be beneficial in helping create a differential of possible causes. Sometimes, a biopsy is needed to identify the rash. Even then, although we can classify and treat the rash, we sometimes don't know exactly what caused it.
