For several months i've had a small rash on the skin between my breasts on my sternum the area is warm to the touch and sometimes itchy, not onbreasts?

Inflammation: between breasts may be intertrigo: a fungal inflammation caused by perspiration, chaffing/rubbing, tight fitting bras/pushup bras with associated fungal skin infection. This must be directly observed by your PCP or dermatologist. Cannot be diagnosed without direct observation.
