"internal"?: Most often this will be atopic dermatitis [eczema]. Sometimes contact dermatitis, either irritant or allergic. There are other, less likely possibilities. Itch? Burning sensation? See a dermatologist if it persists more than a few days. Meanwhile you could use Aquaphor or vaseline.
