I presume you are: talking about the frenulum of the prepuce of the penis (there is also a frenulum between you upper gum and lips in your mouth). Developing a little hole or tear is not especially uncommon...the main risk is infection especially in the uncircumcised. Cleansing is important. It can be painful for a few days...but nothing specific needs to be done. Good wishes:)
