Urethritis?: These symptoms do not suggest HIV at all. However, burning on urination could be due to an STD involving the urethra, such as chlamydia, nongonococcal urethritis (NGU), or (less likely) gonorrhea. Since you're concerned about HIV, my guess is you're at risk for other STDs as well. So see a doctor soon: it may be nothing important, but better safe than sorry! Good luck.
