A 15-month old toddler appears to have no concept of permanence. what does this mean? the child cries when the parent leaves the area. when touched i have noticed he does not or is slow to respond. behavior reminds me of a child half his age.

Kid is normal: Please leave this kid alone. Infants and toddlers with a normal brain eventually figure out that their primary caretakers are more dependable/important than others. They begin to fear they may never return if they leave and only acquire object permanence between 18-24 months. You don't gain their trust from blood relationship, only by being part of their primary caretaker group.
