45-60 gm per meal: The less carbs consumed daily, the better! but the problem is you will not be able to maintain that diet for ever, and because of that 45-60 gm of carbohydrate (3-4 carb choices) per meal is a more reasonable alternative, doing that typically reduces the extreme spikes in the blood glucose.

Carbs & T2DM: Limiting complex carb intake when you are able to exercise as a diabetic is totally wrong! you may need 90-120 gms of carbs if you are working out heavily. It's the animal protein - 50% of which converts to glucose in the body over 6+ hours - that will cause sustained increases in blood sugar and promote most dm complications.
