Contact allergy?: This could represent dyshidrotic eczema, a contact allergy to things you are touching, or even a localized version of psoriaisis. Over the counter products will help a little but if this is persistent you need to see dermatologist for treatment and possible allergy testing.

Dermatitis: Also consider an elimination of any gloves, rubber/latex products, lotions, nail polishes, which are new or if you changed something recently.
